Justification
Even small programs require a significant amount of program administration and leadership which can be shared between the PD and APD. Larger programs will require additional associate program directors to share in the increasing administrative responsibilities.
I would recommend we create a narrative that represents the table so that the text could stand alone as well as the table.--SG
